It looks to me that people who are joining are leaning toward one or more interest areas (i.e., seniors, environment, literacy, etc.). Allowing members to join one or multiple specific "Interest Groups" might be appealing to many. It would also help to organize communications.
Now I haven't thought this through entirely but I'm thinking that it might be a great way to market the club and attract new members. I think that it reinforces the idea that people can work on service projects that are truly meaningful to THEM.
Of course, everyone will receive the monthly newsletter with highlights of all the interest group activities, but people can just quickly drill down to what interests them. We can organize the website by Interest Group, handle PR by Interest Group, etc.
Thinking further down the line, if people register for Interest Groups, it will make it easier to organize activities as well....
This doesn't mean that people will be limited in their communications (in case their interests change) - eveyone will have access to the newsletter, website and discussion boards - but Interest Group Leaders will have a better idea of the volunteer resources they may have at hand.

I love the idea of working on projects that I am interested in like beautification and spending time with seniors. It doesn't seem like a sacrifice if you're only working on what you want to work on. I think the community will respond favorably to this concept.
